Track effects

French rebels are controlled as the émigré.
French guard corps is an émigré unit.
Corps of French republic (or French minors) are not subject to the 2 point forage penalty.
Navy mutiny – Random French fleet may not move each turn.*

Suvorov takes no Turkish prisoners, all Turkish troops captured by Suvorov are killed instead.* Turkish leaders captured by Suvorov are unavailable for 6 months.*
Ushakov may only operate in Mediterranean and black sea areas.*
Prussia needs not pay upkeep for his corps and fleets during economic phase.*

Victory point goals

The game ends if some country surpasses their Victory Point goal. If no one wins before 1815 December all corps and garrisons are removed from the board and the manpower available for each country (free state manpower is not counted for the controller) is added to their Victory Points and if this takes one or more countries beyond their goal, they win (together). If no one wins, England wins.

East Galicia is still controlled by Poland.

Prussia

Masovia is still controlled by Poland.

Russia
Conquered: None
Georgia does not produce Cossacks until Russia has fought Persia without losing control of Tiflis.
Poland still controls Lithuania.

Spain
Conquered: None

Turkey
Conquered: Rhodos
Ottoman empire is in existence with all participant countries. Ottoman empire is dissolved 1799 January (or earlier if Turkey enters Fiasco zone) and all participant nations becoming independent regardless of who is in control. Their starting forces also reset to 1805 campaign start values.

Neutral minor special rules

Armed neutrality alliance (Portugal, Sweden, Denmark, Holland, Russia) Any DOW on any member nation except Russia (or Sweden, if a major power) is considered a DOW on all member nations and must be payed for separately (very expensive). Russia gains an additional +2 (for war) to gain control if this happens.

Sweden includes Mecklenburg.

Great Britain (only) may attack any fleets belonging to the alliance, unless it is on the Mediterranean/Black sea. If Britain wants to attack these fleets or to raid a port he must proclaim so in the Declarations of War step. If this is done the minor troops and fleets are placed on board for 3 months minimum and are controlled by Sweden or Russia in that order. Britain may choose to extend this period by 3 months on the turn that the attack is to end (again done in the Declarations of War phase).

French free DOW on Holland does not count as a DOW on all members.

1805 January, the alliance is dissolved, all rules above are null and void. Alliance is also (temporarily) cancelled if all participant nations are controlled by a major power.

Holy Roman Empire

Baden, Bavaria, Wurttenburg, Hesse, Prussia and Austria form HRE. Austria and Prussia cannot DOW Baden, Bavaria, Wurttenburg or Hesse without DOWing all other members of HRE also. Other nations are not so restricted. If Austria or Prussia DOWs HRE, Austria and Prussia cannot make informal peace (for this war only).

This rule is revoked if France, Austria or Prussia becomes dominant, but not before 1800.

Kingdom of Sardinia

Sardinia consists of Sardinia and Piedmont. There is no main district and all parts must be conquered separately. A DOW on Kingdom of Sardinia is also considered a DOW on Britain. A DOW on Sardinia by Britain costs 2 additional PP.

Starting forces: 12I, 1C

Switzerland is worth 0/0 until 1796.

The very first DOW on Papacy costs 2 additional PP. (except for Republican/Imperial France) Also, all nations (except Turkey) have a free DOW on the agressor (again, Republican/Imperial France is not included)

Amsterdam has two fletches, except in winter months. Siege battle in Amsterdam is always worth 1PP, regardless of the current months.(Cancel if Amsterdam is conquered)

Player notes&hints

Europe is in turmoil, but also in balance. It cannot last and first war to end sets the tone for the whole campaign, regardless how it ends.

Austria
Austria is an economic powerhouse and there's little to fear from Turkey early on. War with France is difficult, but with Prussian and British help, you might win, but you need more time. 1st, to get the Prussians active and then to get Charles. French benefit from time also (levee en masse), but there's little hope of victory until you have Charles.

England
English situation is more dangerous than it seems. Sweden might turn against you at any time and Spain will be building up. If you can gain some room to manouver, you should be able to use your considerable economic and naval assets to control the board.

France
Four months of pure domination! Make best of it, because the tables are turning. If you can get Spanish co-operation, you should win against the Germans.

Prussia
War with France. Your choices are mostly tactical.

Russia
War with Turkey? Okay. War with Sweden? Fine. Both wars at the same time? No problem.
You setup first and that sucks, but you are still in position to fight an excellent defensive campaign. Something somewhere must give, but if you play conservatively, it wont be Russia.

Spain
Spain has many strategic choices and what Spain does will likely set the tone for the game early on. Britain needs peace more than you do, so if you make peace, get something out of it.
You could ally with England and rule the waves or you could ally with France or just go about your way on the mediterranean. There are nice ottoman lands there and evil Austrians have stolen your piece of Italy. Maybe you should communicate to them the error of their ungenerous ways?
The situation is really unique: Everyone fears Spain and Spain doesnt have to fear anyone. It wont last, so make smart long term choices now.

Sweden
Sweden has several strategic options. This is the only time you are likely to enjoy such privilidge, so choose carefully.
You can hammer Russia with Turkish help. It's a longshot, but if you can get a surrender early, you are on your way to winning.
Your other obvious strategy is to abandon Turkey and attack England. That wont be easy either.
Alternatively, you can just grab Denmark. England will scream and yell and bribe and threaten, but with French and Spanish help, you can pull this off. Obviously, you should follow up with attack on Britain.

Turkey
If the Swedes stay loyal, you can actually get a surrender from Russia, but it is unlikely. Still, killing Russians is a reward in itself.
