Overview

This scenario is about the events that occurred at the second half of the 19th century. The game starts with the Crimean war between an almost dominant Russia and the coalition of Great Britain, the Second French Empire, Kingdom of Piedmont-Sardinia and Turkey. The middle game is covered with the volatile tensions between Britain and France. Sardinia, taking the role of Spain from the traditional (1805 or Phase III) EiA scenario, is forced to field anxious campaign for the unification of Italy, lead by Giuseppe Garibaldi.

However the whole scenario is built up to see Prussia rising to the first of the equals and the birth of the German Empire. The scenario introduces Prussian Landtag, which is a political side-game played partly with the combat rules of the traditional EiA, with all the flavors of Otto von Bismarck's infamous Blood and Iron speech.

Notes for initial forces

  • Players are allowed to buy ships to their navies with the amount of money mentioned on the navy section of their country.
    • No steamships may be purchased using the navy money.

  • French units can be setup in Papal State
La Légion étrangère

In addition to initial forces, French corps XII is placed in Constantinople at full strength. If France loses the Crimean War the corps is disbanded permanently unless France gains dominant status.

Player notes&hints

Austria

Your position on the board is excellent for attack and terrible for defense. Economically, you are very strong. Strike while the iron is hot.

England

Crimean War is mostly your responsibility, which is fine - it is a war you want to fight. Dont over-extend your fleets, support the Turks and win.

France

Don't invest much in the Crimean War. There's very little for you to gain and much to lose. Your focus is Italy or Germany or both. However, Turkey is a likely ally in the future as well. Crimean War dragging on is to your advantage, but losing it is not.

Prussia

Landtag. You are not much inferior to Austria or France early on, but due to your poor economy, that will change. Seek economic boosts through conquest and railroads.

Russia

The Crimean War is your focus, but dont go overboard. Losing the war is okay. Just make the British pay for it and dont lose too many ground troops fighting the war, unless you think you can win. If you have a shot at winning, take it.

Sardinia

For south Italy, peace is all you need. If you can have that, uniting Italy is relatively simple business. If you have to get through a surrender, it's something you may want to think about. Remember, getting beat early will also get you friends.

For north, well there's Austria. Take it easy and just watch the development of the board positions. Eventually the Austrian Eye must turn away from Italy and your door opens. Just don't take sides too early. If Austria attacks you, don't give him any fights, garrison your provinces, retreat to your islands and SCREAM for help. It will come, maybe even from unpredictable sources.

Because of Turkey's ambitions against Austria, it may be a good idea to push for a fast victory in the Crimean War. Turkey is a powerful friend.

Turkey

Crimean war is an absolute must. Good thing you got the most important country squarely in your camp - England. After that is done, go after Austria or Africa or both (in that order) Don't go overboard updating the army.


Six player variants

Great Britain as a non-player country

Setup

British corps II, III and Cavalry are placed at full strength in Flanders/Holland. All other forces are under Turkish control until the Crimean war ends or 18 months have passed. After this Britain reverts to rules below.

Turkey also gets 10$ each economic phase from Britain and may assume any supply is paid by Britain if it is technically possible to do so. British $ is not tracked.

British leaders are not available, except naval leaders.

British builds do not join the Crimean war.

As Crimean war ends, Denamrk and Portugal become British minors.

British builds

December economic phase, each year (except the first such economic phase) Britain builds following forces.

Ships:

Amount of money spent equals 100+10 for Denmark/Portugal -60 for war with America + Gifts from other players

Type of ships. Roll 1d10 and add 1 for each full year of play. Britain builds ships of the appropriate type with all available money, then the next ship type below and so on until all money is spent or no ships can be built with what is left.

In addittion, Britain builds 2 corps. Corps built is the cheapest one available.

Greece also builds forces. Roll a die. On a high roll, Greece builds a corps. Greece begins with no troops.

British Deployment

While at peace, Britain deploys forces in following priority:

Flanders/Holland (if controlled) 3 corps.
Greece (if controlled) 2 corps + 2 Greek corps.

The rest are placed in England (reserve).

Greek corps can not enter Turkey or Russia or Sweden or Norway.

If Britain is at war, control of British forces goes to:
1. The country whose call to allies Britain responded to 2. To anyone at war with the major Britain is at war with 3. Unless Turkey controls any of Transylvania, Podolia, Crimea - Turkey, 4. Austria, Sardinia, Turkey, Prussia, Russia, Italy, France, Germany

Forces available:

Froces deployed to Flanders/Holland are only available against France, Austria and Prussia.
Forces deployed to Greece are only available against Sardinia, Austria, Russia and Turkey.
Forces in reserve are available against anyone and are deployed one corps/economic phase unless Britain declared war, then 3 corps are available at the beginning and then one/economic phase.

British forces in reserve are available only if Britain has naval superiority.

British leaders are permanently attached to corps as follows: Cardigan - Cavalry. Raglan I. Williams VI.

Britain, allies and war

Britain accepts alliance offer from anyone, but no PP is gained. This does not limit Britain in any way, but allows both sides to call to allies and money to be given to Britain.
If Turkey and Britain are allied, Turkey gets 5$ each economic phase Unless Turkey controls any of Transylvania, Podolia, Crimea.

If declared war upon, Britain calls all allies.
If an ally calls Britain, Britain responds only if defender is Turkey unless Turkey controls any of Transylvania, Podolia, Crimea. Britain also responds if attacker is dominant. Otherwise, Britain breaks alliance.

Britain declares war only if all British corps are built. The priority is declare war on: 1. Anyone controling Denmark
2. Anyone controling Portugal
3. Any dominant major power
4. Anyone controling Sweden
5. Anyone controling Norway
6. Major with largest fleet (minimum 100$ value)

Exception: Britain never declares war on a major that has more fleet value than Britain.

Peace

If offerred peace, Britain accepts conditional peace, unless responding to call to allies and offerred separate peace or if the surrendering major power is dominant.
