Because France and Britain are both Dominant-status, their war cannot be ended in anything but an unconditional surrender. If Britain surrenders to France, France must take Naval Destruction (laivat) and Invasion Right (miehitysoikeus). If France surrenders to anyone, they have to exile Napoleon.
