 Prussia gets to propose a motion from all of the different Ministry lists once a year, thus meaning that as long as the requirements for forming Germany are not met, Prussia can propose thrice a year, once from Ministry of Interior, once from Ministry of War and once from Ministry of Foreign Affairs. All ministries get to propose one motion from their Ministry list per year. No proposition can still be proposed twice during the course of one year.
